US Congressman. Elected to represent Missouri's 3rd and 5th Districts in the Thirty-Second and two succeeding Congresses, he served from 1851 until his death in office. Miller was born in Danville, Kentucky, and educated at its Centre College. He was admitted to the bar in 1834 and moved to Boonville, Missouri the following year. In 1840 he was a member of the State House of Representatives. Miller belonged to the Whigs for most of his political career, but with the gradual dissolution of that party in the mid-1850s he ran for his third Congressional term as an Opposition Party candidate. He died near Marshall, Saline County, Missouri. There is a cenotaph in his memory at Congressional Cemetery in Washington, DC.
